(ii) Public law or private law?

To tell whether the problem concerns public law or private law,¹²⁵ consider again the 'parties' in your problem. Private law affects relations between individuals; public law affects relations between governments and individuals. So, if the problem involves an individual or group or organization against another individual or group or organization, then the problem probably involves private law. If the problem involves a government against an individual or group or organization or other government, the problem probably involves public law.
