In the first 2 Steps, you have worked toward turning an unfocussed problem into a series of focused problems.141 You will now use your work from the first 2 Steps to finish this task.

From your problem, you will isolate the specific questions you may need to address (sometimes called 'preliminary issue statements').142 These questions will focus the subsequent steps in this Toolkit. You will also rank your questions in an order that will make your research more effective.143
